After you approve an order it moves through a set production path before tracking is created.

Stage	What happens
Approved	Order enters production
Production complete	Passes to quality control inspection
QC passed	Order is boxed and shipped
Shipped	Confirmation email with tracking sent once the carrier creates the label

Tracking appears at the shipping stage, once the carrier generates the label.
