Start with the sheet you plan to hand out. A 5.5 by 8.5 sheet fits a 6 by 9 or a 9 by 12; an 8.5 by 11 page fits only the 9 by 12 or larger; a single card fits a holder. Pick the smallest piece that holds everything, then design the cover around it.
What a Mini Folder Is, and What Changes at 6 by 9
A mini folder is a presentation folder cut at 6 by 9 inches closed. Nothing about the construction changes: two panels, glued pockets, a business card slit if you want one. What changes is the sheet it is built around, and everything else follows from that.
The standard 9 by 12 folder exists because an 8.5 by 11 letter sheet exists. The mini exists because a 5.5 by 8.5 half letter sheet does, and because a rack brochure folded to roughly 3.67 by 8.5 stands upright in a shallow pocket without flopping.
Side clearance stays at about a quarter inch, as on the big folder, but head room drops from a full inch to half an inch, so there is less sheet to grip when you pull the insert out. If the anatomy is new to you, what pocket folders are walks through each part first.

What Actually Fits Inside a 6 by 9 Mini
Four things go into a mini folder in practice, and each has a trim size worth checking against your file.

Note what is not on that list. An 8.5 by 11 page does not go in a mini in any orientation, and folding it to fit produces a crease across the middle of your own document. If a letter sheet has to travel with the piece, the 9 by 12 is the folder, and presentation folder sizes compares the clearances of each size.

The Pocket Is the Same Depth, and That Is the Catch
A standard folder pocket is about 4 inches deep whether the folder is 12 inches tall or 9. That one fact drives most of the design decisions on a mini.
On a 9 by 12 folder, a 4 inch pocket covers the bottom third of the front panel and leaves 8 inches of clean cover above it. On a 6 by 9 mini, the same pocket covers nearly half the panel and leaves about 5 inches. Anything you place in the covered band, a logo, an address block, the lower half of a photograph, disappears the moment the folder is glued. So build the mini cover as a 6 by 5 inch space and treat the rest as pocket.
Judge capacity in inches of paper, not sheets, and split a thick set across both pockets so the front panel does not bow. If the contents will not fit, the job wants a bound piece. Our comparison of matte versus gloss paper finish helps with the cover once the layout is settled.
Where a Mini Folder Beats the Standard Folder
A mini is not a budget folder. It costs what a folder costs. It wins when the standard size would be oversized for what is going inside, and three jobs show it best.
